ENERGY EXPERT TRAINER AND FINANCIAL MODELLING SPECIALIST FOR THE RE/EE FINANCING TRAINING

TERMS OF REFERENCE

CAPACITY BUILDING FOR FINANCIAL INSTITUTIONS ON RENEWABLE ENERGY AND ENERGY EFFICIENCY (RE/EE) FINANCING.

Implemented by UIBFS in collaboration with GIZ PREEEP

October-November 2026

  1. Background

Uganda’s transition towards a low-carbon and climate-resilient economy requires increased mobilisation of private and institutional finance for Renewable Energy (RE) and Energy Efficiency (EE) investments. Financial institutions play a critical role in providing appropriate financial products and credit to businesses, enterprises and projects investing in RE/EE solutions.

However, in a Baseline and Needs Assessment (BNA) conducted among financial institutions, it was identified that there are several capacity gaps among credit officers and assessors in appraising RE/EE projects. These gaps included limited understanding of RE/EE technologies and business models, challenges in assessing project cash flows and financial viability, limited capacity to identify and mitigate RE/EE-specific risks, and limited experience in structuring appropriate financing solutions.

In response to these gaps, the Uganda Institute of Banking and Financial Services (UIBFS), in collaboration with GIZ PREEEP, is implementing a structured RE/EE training programme targeting different levels within financial institutions.

PREEEP is implemented by GIZ on behalf of German government in cooperation with the Ugandan Ministry of Energy and Mineral Development (MEMD). PREEEP aims at improving the contribution of selected public and private actors to the implementation of market development and decentralization strategies in the fields of Renewable Energy (RE) and Energy Efficiency (EE) in Uganda through four key components:  Component 1: Capacity development, Component 2: Skills and Market development, Component 3: Decentralization and Component 4: Policy.

PREEEP through its Skills and Market development component intends to further promote market development initiatives through a practical and tailored training to equip financial institutions with the relevant tools, knowledge and skills, necessary for unlocking the potential of clean energy financing and driving sustainable development. The program aims to support local partner institute, the Uganda Institute of Banking and Financial Services (UIBFS) integrate RE/EE course amongst its course offerings for the financial sector with professionals from selected financial institutions composed of commercial banks, Non-Governmental Organisations and Microfinance Institutions trained on RE/EE lending principles for unlocking domestic capital. The training modules that have been developed via baseline and needs assessment are well integrated with different work packages to enable FI professionals such as Credit Officers, middle and top management make fact-based decisions while undertaking RE/EE lending and strategizing.

The training for Credit Officers (Credit Managers, Administrators and Loan Officers) and Assessors will focus on strengthening practical skills required to identify and generate business cases, appraise, structure, disburse, monitor, and report RE/EE financing opportunities/performances.
